OFFICER, AS THE CAG, WHICH IS AS UNJUSTIFIED AS PLACING AN IAS OFFICER, INSTEAD OF A DOCTOR OF MEDICINE, AT THE HEAD OF A HOSPITAL OR MAKING HIM THE CHIEF ENGINEER OF A RAILWAY SYSTEM, BUT VERY CONVENIENT TO POLITICIANS WHO ARE USED TO KICKING IAS OFFICERS AROUND RIGHT FROM THE THE TIME THEY ARE DISTRICT MAGISTRATES ( I BELIEVE I HAVE ALREADY TOLD YOU THE TRUE STORY OF AN IAS OFFICER WHO CONTINUED TO HOLD, WITHOUT DARING TO PLACE IT ON THE TABLE, THE CONGRESS CAP THAT DR KATJU, HOME MINISTER, HAD CONFIDED IT TO HIM WHILE MAKING HIS SPEECH AT BHU). \\\\\\\\\\\\\\\\\IT IS TO THE CREDIT OF VONOD RAI THAT, THOUGH AN IAS OFFICER, HE HAS COMPORTED HIMSELF IN THE SPIRIT OF THE AUDIT AND ACCOUNTS SERVICES, i.e. WITHOUT FEAR OR FAVOUR.
